It is a simple addon for "Metroid Fusion - Special Edition" hack (SE hack)

It just adds some extra lines to Adam's dialogue considering the ice beam. Some fan theories and fan-official wiki explanation were both taken into account.
They make the way Samus acquires it more consistent. At least from a head canon perspective. :-)
P.S.: This addon was created for "SE" hack with optional "Hard difficulty" installed. But there is a possibility that it might work with unmodified Metroid Fusion - you have to try and apply it yourself.
1.1 changes - some style edits and realigning of a few lines.
1.01-1.03 changes - some grammar checks.
