StarTropics: StarTropics (MMC3)

This patch converts StarTropics from MMC6 to MMC3. It is only useful for any emulators or flashcarts that still rely on the hash of the ROM to enable MMC6.
This patch is to be applied to a headered ROM (iNES or NES 2.0).
It is also compatible with other patches such as the infamous http://www.romhacking.net/hacks/2229/ by rainwarrior and the "nesce_mempatches" from rhester72.
