The Tintinabar in all its crappiness is exclusive to a single item, number 229. This patch unhardcodes the Tintinabar to no longer be exclusive to a specific item.
You have a choice of keeping it to a single party member, or to go with what the data slightly suggests and make it a party-wide effect.

Urgency: Low. It depends entirely if you wish to have an item other than the
Tintinabar to have a walking healing ability, but it can also help if you change
the Tintinabar to do something else entirely.

How to use:
In either case, open up FF3usME and head to the item editor.
Solo: The lone question mark in special 3 is the bit the Tintinabar now uses.
Set that bit and the Tintinabar is in effect for that item.
Party: The 3-question mark selection in the item effects is the bit the
Tintinabar uses. The Tintinabar already has this set by default.
